Sheffield Wednesday Faces Serious Challenges, States New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

The team's persistent issues constitute a "major concern" and the independent regulator is looking to gain the ability to investigate clubs in comparable cases, the newly appointed chairman the official has stated.

Through a comprehensive talk, the chairman, who was recently selected, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four fan organizations representing the Championship side recently.

The football club have been struggling on and off the field in the current year, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," the chairman stated.

"The club represents one of the iconic names for English football and recently we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and dealt with."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in spring months caused limitations by the football authorities in summer, blocking the team from conducting any player acquisitions for the subsequent signing windows, although that restriction was lifted in August.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a local institution that has been part of their lives in many cases.

"I fully appreciate the club's situation, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the followers."

When asked if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"Our least desirable course of action is begin intervening in an particular organization, an particular chairman, without being able to work with that chairman to fix the problems affecting the organization and the owner's facing," the regulator explained.

"However, realistically, when you review the record of the game, over the past few decades there have been particular chairmen, a small minority, but some who have been irresponsible in the manner they have operated their teams and eventually don't wish to take responsibility for the future."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to detail the scope of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate rapidly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we've got to keep it going.

"Substantial financial resources entering the sport and has come into football for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I fully support the prosperity and expansion as an commercial operation of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of England. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a considerable comfort."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the political party in recent years.

The 68-year-old contributed funds to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any sort of politics."
